Address by Dr. Vasu Deo, (Chief Coordinator)
In his welcome address, Dr. Vasu Deo mentioned about the importance of training programmes for NABARD officers as it is one of the biggest funding agencies in the rural infrastructure development throughout the country. He laid an emphasis on holding such courses frequently in the areas of (i) Rural road and bridge sector (ii) Irrigation sector and (iii) other related engineering areas where an officer is going to disburse loans. He mentioned that Civil Engineering Department has highly qualified faculty and basic infrastructure for holding such course as per the requirement of NABARD and other organisations.
Address by Chief Guest, Honorable Smt. Kamla, Minister for Irrigation
Chief Guest emphasised on the importance of consolidation & silting removal of old dams instead of construction of new dams. She also mentioned that being a water deficit state, there should be proper use of every drop of water available. She congratulated NABARD for their good efforts and requested them to plan for restoration of wells, small reservoirs and other such structures in villages. She also mentioned about the problem of waterlogging, which is responsible for heavy loss of irrigated land. She discussed about the recent meeting that was held in Hanumangarh to find solution for problem of waterlogging in Rajasthan. She congratulated MREC for conducting this course and wished for the sucess of the course.
Address by Shri G.S. Chaudhary, Special Guest & Chief Engineer, Irrigation
Shri G.S. Chaudhary congratulated NABARD for conducting the courses. He mentioned the various facts about population, irrigation scenario in state, use of sprinkler system, annual recahrge and plans for conservation of water. He also mentioned about Indira Gandhi Nahar Pariyojna and Sardar Sarovar project and the problem of waterlogging faced in the state. Finally he wished for the success of the short term course.
Presidential Address by Dr. S.C. Agarwal, Principal, MREC, Jaipur.
Dr. S.C. Agarwal presented the profile of the institution. He mentioned that MREC is one of the seventeen REC's setup by Central Government in various states. The college is running 8 U.G. and 9 P.G. programmes in various disciplines. The college is offering consultancy to various organisations. The college has been recognised as a centre of excellence under the U.K.-R.E.C. project and has a very well equipped design centre with latest software and equipment. Under the Project Impact, College is having projects under Computer and Electronics Engineering Streams, also recently Very Large Scale Intergration (VLSI) project has been sanctioned to the Electronics Engineering Department. Under the Project Impact college has been ranked as number one in India and the award for the same will be given to the college on 12th July 1999. He mentioned about the advances made in the field of electronics and emphasised that it has become very necessary to keep oneself abreast of latest changes in their fields and thereby emphasised on the importance of dissemination of knowledge through such training programmes/refresher courses. He also mentioned that the college would soon get recognition as Q.I.P. centre and Centre for Continuing Education.
Address by Guest of Honor, Shri Amaresh Kumar, CGM, NABARD
Chief Guest, Shri Amaresh Kumar presented the brief profile of NABARD and mentioned about the activities of the Bank in the field of rural infrastructural development funding schemes. He emphasised the need for training of staff and officers of NABARD in order to keep abreast with the latest know how and technological advancements taking place in the fields of rural road and bridge sector, and, irrigation sector. The present training program for NABARD Officers in the above fields is the first of its own kind. He mentioned that he got inspiration and continous guidance and support from Shri Y.C. Nanda, M.D., NABARD and Shri S.B. Sharma, E.D., NABARD. In the process of selection of Institute of repute for conducting such high level courses the choice was zeroed down to Malaviya Regional Engineering College, Jaipur.

Dr. R.P. Kashyap presented vote of thanks in which he thanked Dr. R.S. Nirjar, Ex-Principal, MREC and now Member Secretary, AICTE, New Delhi about the support and guidance received by him during the initial conceiving of these courses. He thanked present Principal, Dr. S.C. Agarawal for the support and guidance and extending all the facilities of the college for conducting these courses. He thanked Chief Guest, Shri Amaresh Kumar for accepting the offer to be the Chief Guest of the function despite his busy schedule. He also thanked the participants and the various distinguished delegates present during the inaugural function and the persons directly and indirectly associated with these courses.
